Our Team

The Technology Operations & Cyber Security (TOCS) is pivotal in helping the COO achieve its overall ambition in leveraging the powers of technology to deliver superb products and services to our customers while protecting our organisation and its critical data from cyber threats.

The Business Management and Control (BM&C) team ensures TOCS is effective and fit for purpose by leading in Financial Planning & Management, Third Party Management, Risk & Control, Operations, People & Engagement, and Insights & Reporting. As such we are seeking a highly experienced Business Operations Manager to lead the TOCS Financial Planning & Management team, ensuring robust management, control, and oversight of our cost envelope for effective delivery of our strategic ambitions.

What you’ll be doing…

  • Budgeting and Forecasting: Lead for TOCS in participating in the centrally led budgeting and forecasting process to ensure financial plans is adequate to meet technology roadmaps, investment needs, and people plans.
  • Financial Analysis: Lead for TOCS to respond to financial analysis provided by central teams to influence management action based on trends and data-driven insights.
  • Cost Management: Implementing cost-saving measures and efficiency strategies to optimise spending and maximize ROI, while ensuring TOCS Cluster Heads operate within agreed budgetary limits.
  • Financial Reporting: Ensuring accuracy and providing response and commentary to support all centrally produced monthly, quarterly, and annual reporting to monitor and track TOCS performance.
  • Resourcing: Oversee TOCS People plans to manage and track TOCS Recruitment and Vacancy Management including Project Resource Supply & Demand and Recoveries.
  • Third Party Spend: Collaborate with the Third Party & Commercial Senior Manager and other key stakeholders managing third party relationships owned by TOCS on cost saving initiatives and value creation.
  • Risk Management: Identifying and managing financial risks and opportunities, ensuring robust controls and governance are embedded, evidenced, tested, and monitored in line with the VM Risk Management Framework.
  • Quality Management: Ensuring all standard operating procedures are fit for purpose, documented, published, and regularly reviewed.
  • Collaboration: Working closely with TOCS Cluster Heads, Finance, Strategic Planning & Portfolio Management, Procurement, and other key stakeholders to ensure accurate financial planning, reporting and alignment with business objectives.
  • Team Leadership: Leading a team of skilled individuals, providing guidance, support, coaching, and development to team members, and promoting a culture of continuous learning and improvement.
  • Consulting: Provide SME input, guidance and support on TOCS Financial and People Plans including Resourcing, Project Recoveries, Supply & Demand and Third Party spend.
  • Process Improvement: Enhancing financial planning and management processes and implementing best practices.
  • Technical Oversight: Providing technical oversight and support to the Clearing House process to ensure new technology costs are captured, executed, and budgeted appropriately.
  • Regulatory Compliance: Staying up-to-date with regulatory changes and industry best practices to ensure compliance.
  • Support: Providing support to the Head of BM&C and TOCS LT.

We Need You to Have:

  • Degree-level qualification in Finance, Accounting, Economics, or a similar field.
  • Business Management and operational support experience.
  • Strong financial and commercial acumen with experience managing and executing large and complex budgets.
  • Experience in strategically aligning financial goals with organisational objectives.
  • Exceptional analytical skills with attention to detail in conveying financial and commercial information to stakeholders
  • Experience leading and motivating a team of skilled individuals.
  • Ability to influence decision-makers, build and sustain relationships with senior management.
  • Strong governance, risk, and control background.
  • Knowledge of technology and cybersecurity, providing valuable insights and context
  • Strong written and verbal communication skills.
  •  Ability to deliver on time and to high-quality standards.
